Maryland law requires that all Motor Scooter and Moped Riders must have insurance coverage The Senate Bill 309 went into effect October 1, 2012. Maryland law requires that all Motor Scooter and Moped Riders must have the following in place:
- Have insurance for their scooter or moped
- Have and display a title decal on the rear of the vehicle
- Wear a helmet
- Wear eye protection or have a vehicle windscreen
